Chapter I. General Provisions

Article 1. The full name of the society shall be “World Association for Political Economy” hereinafter refers as to WAPE. The official website of WAPE will be www.wapeweb.org with both English and Chinese versions. WAPE’s well-respected peer reviewed academic journal, World Review of Political Economy (WRPE) is published four times a year by Pluto Journals in London.

Article 2. WAPE is an international civilian academic organization founded on open, non-profit and voluntary basis by Political Economists and related groups all around the world.

Article 3. The mission of WAPE is utilizing modern Political economy to analyze and study the world economy, reveal the law of development and its mechanism, offer proper policies to promote the economic and social improvement on the national and global level, so as to improve the welfare of all the people in the world.

Chapter II. Fields of Operation

Article 5. WAPE shall be engaged in the following fields of operation,

International cooperation on research;
Holding international academic conference;
Publishing academic monograph and papers;
Editing and publishing international academic journal(s) and newsletter;
Offering related consulting and education services.

Chapter III. Membership

About the World Association of Political Economy (WAPE)

Article 6. Category of membership: organizational member (affiliated or associated) and individual member.

Article 7a. Individual and affiliated applicants should meet the following criteria to become members of WAPE:

In agreement with the constitution of WAPE;
Being willing to join in WAPE as a member;
Playing active roles in the field of operation of WAPE;

Article 7b. Associated applicants should meet the following criteria to become members of WAPE:

Agree to work with WAPE to pursue activities of mutual interest
Assist WAPE in its activities, where these are compatible with the goals and activities of the applicant

Article 8. The sequence of membership admission is:

To submit application documents for admission;
The council of WAPE shall review, verify the application documents and make the decision on accept or reject the application.

Article 9a. Affiliated and individual members have the following rights:

With the right to vote and to stand for election;
To participate in WAPE organized activities;
With the priority to obtain services provided by WAPE;
With the right to make comments, advice and monitoring in relation to the operation of WAPE;
With the freedom to exit WAPE;

Article 9b. Associated members have the following rights:

To send representatives as observers with voice but without vote to the WAPE General Assembly and such other meetings as WAPE agrees
To participate in the academic and advisory committees with full rights
To participate in WAPE organized activities;
With the priority to obtain services provided by WAPE;
With the right to make comments, advice and monitoring in relation to the operation of WAPE;
With the freedom to exit WAPE;

Article 10a. Affiliated and individual members have the following obligations:

To implement resolutions of WAPE;
To safeguard the legal rights and interests of WAPE;
To fulfill the missions assigned by WAPE;
To render membership fee according to related regulations;
To provide related information and documents;
To voluntarily donate to WAPE in accordance to the member’s financial situation.

Article 10b. Associated members have the following obligations:

To disscuss and where agreed, implement activities with WAPE;
To safeguard the legal rights and interests of WAPE;
To fulfill the missions agreed with WAPE;
To render membership fee according to related regulations;
To provide related information and documents;
To voluntarily donate to WAPE in accordance to the member’s financial situation.

Article 11. Members who want to terminate its membership must inform WAPE in written notification in advance.

Article 12. Any infringement against the constitution of WAPE conducted by any member may be excluded from the organization after the council’s approval.

Chapter IV. Organizational Structure and the Procedure of Election and Changing of the Leadership

Article 13. The General Assembly is the paramount organ of power and authority of WAPE. The authority of the General Assembly includes:

To formulate and amend the constitution of WAPE;
To elect and change the council members;
To decide the dissolution of WAPE
To make decisions on other related vital and important matters.

Article 14. Each assembly’s term of the General Assembly shall last five years. In case there is a special occasion to change duration, it shall be collectively decided by the chairmen’s meeting.

Article 15. The council shall be elected by the General Assembly and each member of it must win more than half of the votes of those who attend the assembly. In a term, the change of council members and vice chairmen must be approved by the chairmen’s meeting and by more than half of the council members who attend the council meeting. The successive absence of council members at the council meetings for four years is regarded as the waiver of the qualification of council members.

Article 16. The council of WAPE is the executing body of the General Assembly. The council shall take over the General Assembly to exercise its power and be responsible to the General Assembly.

Article 17. The authority and obligations of the council of WAPE includes:

To execute the resolutions of the General Assembly;
To elect and change the chairman and vice chairmen of WAPE;
To prepare the conferences of the General Assembly;
To submit and deliver working reports and financial statements to the General Assembly;
To make decisions on enrollment and dismissal of members;
To decide to establish branches, representative offices, and affiliated bodies of WAPE;
To recruit vice chairmen, change the council members and chiefs of departments;
To give guidance to the operation of all the departments of WAPE;
To formulate internal working procedures and regulations;
To decide the advisory council members and honorary council members.
To make decisions on vital and important issues

Article 18. The council could run meetings by means of telephone, mail or email if necessary。

Article 19. The council of WAPE should elect one chairman. The chairman shall nominate vice chairmen and a vice chairman must come from a country with more than 5 council members. A vice chairman must win at least half of the vote from the council members who attend the meeting. Chairman and vice chairmen should be able to organize the General Assembly in their countries. The chairmen’s meeting consists of the chairman and vice chairmen.

Article 20. The secretariat is the executive body of the council and should follow the instructions of the council. It shall implement the resolutions of the council and handle daily business when the council meeting is closed.

Article 21. The secretariat shall have one general secretary and several vice general secretaries. The general secretary shall be nominated by the chairman and win at least half of the votes of the council members who attend the council meeting. The general secretary shall recruit deputy general secretaries and other secretaries to form the secretariat.

Article 22. The members of the academic committee and advisory committee shall be recommended by the council members, approved by the chairmen’s meeting and win at least half of the votes of the council members who attend the council meeting.

Article 23. The chairman’s authority includes:

To call and preside over the chairmen’s meetings and the council meetings,
To monitor progress of the implementation of the resolutions made by the General Assembly and the council,
To deal with important issues on behalf of WAPE.

Article 24. The authority of the general secretary includes:

To take charge of the secretariat to handle daily business.

Chapter V. Assets Management and Operation

Article 25. Revenues of WAPE come from:

membership fee,
donations,
incomes of business and services,
interests,
other legal incomes.

Article 26. WAPE can collect membership fee from its members according to the resolution of the council.

Article 27. The revenues of WAPE shall only be used in the operation scope regulated by the constitution of WAPE.

Article 28. WAPE shall formulate a set of strict financial management rules and regulations and keep a set of authentic, accurate and complete accounting records.

Article 29. The assets of WAPE must not be encroached, privately owned or embezzled by any organization and/or individuals.

Article 30. The spending of the revenues and the management of the assets shall be decided by the chairmen’s meeting, implemented by the secretariat, and monitored by the council and the General Assembly.

Chapter VI. Amendments and the Taking Effect of the Constitution

Article 31. The amendments of the constitution of WAPE must be voted and approved by the council and submitted to the General Assembly.

Article 32. The constitution and its amendments must have at least half of the votes of the attendants of the General Assembly.

Article 33. The constitution and its amendments shall take effect after the approval of the General Assembly.

Chapter VII. Dissolution

Article 34. WAPE can be dissolved only by a two-thirds majority in the General Assembly with the motion of the council of WAPE.

Article 35. According to the relevant regulations, after dissolution, all the remaining assets and/or liabilities, if any, shall be handled by the liquidating organization appointed by the council.

Chapter VIII. Supplementary Provisions

Article 36. The Constitution of WAPE has been adopted by the General Assembly.

Article 37. Insofar as meaningful, WAPE reserves the rights to interpret of The Constitution of WAPE.
